Lanzhou Jiaotong University (LZJTU) is located in Lanzhou, the capital city of Gansu Province and an important node city along the “The Belt and Road”. Founded in 1958, LZJTU is the third railway university in China. It is a university jointly supported by China Railway Corporation, National Railway Administration and Gansu Provincial Government. It has deep-rooted collaboration with Tianjin University, Beijing Jiaotong University, and Southwest Jiaotong University. It is selected into the “Outstanding Engineers Education and Training Program” of the Ministry of Education and a university supported by “The Plan for Revitalizing Education in the Central and Western Regions of China” of the Ministry of Education. It is a high-level university with first-class disciplines in Gansu province.

LZJTU has distinct features in its disciplines and a complete range of discipline categories, covering 8 discipline categories including Engineering, Science, Economics, Management, Literature, Law, Art and Pedagogy. Currently, it has 5 post-doctoral research stations in fields such as Transportation Engineering, Civil Engineering, Environmental Science and Engineering, Mechanical Engineering, Surveying and Mapping Science and Technology. There are 6 first-level disciplines authorized to confer doctoral degrees, including Transportation Engineering, Civil Engineering, Environmental Science and Engineering, Mechanical Engineering, Management Science and Engineering, Surveying and Mapping Science and Technology. There are 25 first-level disciplines authorized to confer master’s degrees and 15 categories of master’s professional degree authorized.

After more than sixty years of development, LZJTU has become the cradle of railway engineers in China. I. Recruitment Requirements and Benefits

(I) High-level Talents with Significant Influence

1. Recruitment Requirements: High-level talents who meet the requirements of the key discipline teams of the university, have significant academic influence at home and abroad and have achieved outstanding results in their work.

2. Remuneration and Benefits: Negotiable for each individual (team). Housing resources with an area of 120 square meters or more, special quotas for postgraduate recruitment and office space will be provided.

(II) Professor Tianyou

1.Recruitment Requirements: Professors under the age of 47 who meet the requirements of the key discipline teams of the university, with representative achievements in scientific research or technology recognized by peer experts as well as outstanding achievements and the potential to develop into national leading talents.

2. Remuneration and Benefits: The remuneration will be paid in the form of wages plus on-campus allowances (with a total amount of 500,000 - 800,000 yuan before tax for each year). An 800,000-yuan (before tax) settlement allowance will be provided, along with 1 million to 3 million yuan for research start-up funds. Housing or housing subsidies will be provided.

(III) Associate Professor Tianyou

1. Recruitment Requirements: Associate professors under the age of 38, graduated from well-known universities at home and abroad, meeting the recruitment requirements of the key discipline teams in the university, with outstanding achievements and the potential to develop into national-level young talents.

2. Remuneration and Benefits: The remuneration will be paid in the form of the wages plus on-campus allowances (with a total amount of 200,000 - 400,000 yuan before tax for each year ). An 600,000-yuan (before tax) settlement allowance will be provided, along with 500,000 - 1,000,000 yuan for research start-up funds. Housing or housing subsidies will be provided.

(IV) Outstanding Doctoral Graduates

1. Basic Requirements

(1) Possessing the nationality of the People’s Republic of China, abiding by laws and disciplines, having good conduct, and being physically and mentally healthy.

(2) Generally, the age requirement is that the person should be born after January 1, 1989 (for those in philosophy and social sciences, it can be extended to January 1, 1984). The specific age requirement will be determined according to the requirements of the secondary recruitment units.

(3) Obtaining the doctoral diploma and degree certificate before December 31, 2024.

(4) Meeting other requirements suitable for the position.

2. Levels of Talent Introduction

The talent levels will be determined based on the representative scientific research achievements obtained. For the talents in disciplines related to the “First-class Discipline of Transportation Engineering”, the talent levels are divided into two categories (Category One and Category Two, and each of the other discipline categories is divided into four types. After the interview, the University Talent Evaluation Committee will conduct research and determine the talent level and treatment.

3. Talent Treatment

(1) Settlement allowances before tax will be provided: 260,000 yuan for Category One; 10,000 yuan for Category Two; 150,000 yuan for Category Three and 20,000 yuan for Category Four.

Research start-up funds will be provided: 150,000 - 250,000 yuan for Category One (negotiable for each individual); 120,000 yuan for Category Two; 100,000 yuan for Category Three, and 30,000 yuan for Category Four.

(2) Doctors (including post-doctors) who are classified into the category one of the fourth level and are under the age of 35 can choose to enjoy a one-time housing subsidy of 300,000 yuan (before tax) and will no longer participate in the on-campus housing allocation; or they can enjoy a rental subsidy (2,400 yuan per month) for no more than five years. Doctors in the category two will be provided with a rental subsidy (2,400 yuan per month) for no more than five years.

(3) For doctoral students studying in the “First-class Discipline of Transportation Engineering”, pre-contracts can be implemented. A monthly living subsidy of 2,000 yuan will be provided for a maximum of three years. They will be introduced according to the talent introduction policy of the current year after graduation.

(4) For the identified prospective talents who have already started working in our university before completing the on-boarding procedures, a temporary employment system will be implemented, and a temporary employment salary of 7,500 yuan per month will be paid.

(5) According to the policy on introducing high-level talents under the “Implementation Measures for the Longyuan Talent Service Card' System” in Gansu Province, talents will enjoy high-quality treatment and services in aspects such as household registration handling, entry-exit and residence services, social security handling, tax reduction and exemption, settling-in subsidies (200,000 yuan), children’s enrollment in schools, spouse placement, medical care guarantee, free tourism and so on.

4. Supplementary Explanation on Other Benefits

(1) Be enrolled in the university’s staffing of public institution.

(2) In addition to enjoying the wages, welfare and other treatments stipulated by the state, the performance-based salary for associate professors of the university will be enjoyed within two years since the date of employment.

(3) Solving the job issues of the spouses of doctors (Category One and Category Two) through the personnel agency method. The spouses of doctors generally should have a master’s degree or above and obtain the corresponding degree certificates. For those introduced in disciplines related to the construction of the “First-Class Discipline of Transportation Engineering”, the requirement can be lowered to a full-time undergraduate degree with the corresponding degree certificate obtained. The specific situation will be discussed case by case.

(4) Comprehensively ensure the enrollment of the children of the introduced talents in kindergartens and schools. The kindergarten, affiliated primary school and affiliated middle school of LZJTU are all scarce high-quality educational resources in Lanzhou City, which can relieve the talents of their concerns about choosing schools for their children.

IV. Recruitment Procedures

1. Application Time and Method

The application period starts from the date of the announcement release and lasts until December 31, 2024. Applicants should log in to the recruitment system (http://zhaopin.lzjtu.edu.cn/) to register and then submit their applications.

2. Qualification Examination

Applicants must truthfully fill in their personal information in the recruitment system and upload their resumes, identity cards, graduation certificates and degree certificates in the stage of higher education. Graduates of the current year who have not yet obtained their doctoral diploma and degree certificate must provide scanned copies of the certificates of their majors and graduation time issued by their universities. Applicants with work units must provide a scanned copy of the certificate of consent for applying for the job issued by the department with the authority of personnel management. Those who provide false materials or fill in false information will not be hired.

After successful application, applicants can log onto the recruitment system to check the status of the qualification review.

3. Interview and Assessment

The university adopts the structured interview assessment method, which is carried out in the forms of reporting on scientific research achievements, trial teaching of specialized courses, and defense, etc. Quantitative scoring will be given to the assessment indicators such as the applicants’ learning background, scientific research ability, teaching ability and the ability to adapt to the work of university teachers, with a full score is 100 points.

4. Physical Examination

The physical examination will be conducted in general hospitals rated as Class-A tertiary or above, and it shall be carried out in accordance with the document “Notice on Revising the General Standards for Civil Servant Recruitment Physical Examination (Trial) and the Operating Manual for Civil Servant Recruitment Physical Examination (Trial)” (issued by the Ministry of Human Resources and Social Security 〔2016〕No. 140).

5. Investigation

The investigation work will be organized by our university. A comprehensive investigation will be carried out on the political quality, morality, ability, diligence, performance and learning of the applicants who have passed the interview and assessment as well as the physical examination.

6. Publicity and Approval

Based on the results of the assessment, investigation and physical examination, the university will determine the proposed recruits on an equal basis according to the number of recruitment plans and by selecting the best candidates. The list of the proposed recruits will be publicly announced on the website of the Personnel Department for a period of seven days. For the proposed recruits who meet the employment conditions after the public announcement, the approval procedures will be handled.
