A new year begins and everything is renewed. At this wonderful moment of bidding farewell to the old and welcoming the new, we would like to extend our New Year greetings and wish you a happy New Year to all the teachers, students and staff of Lanzhou Jiaotong University, retired veteran teachers, alumni at home and abroad, as well as friends from all walks of life who have cared about and supported the development of Lanzhou Jiaotong University for a long time!

The year 2024 is a year of deepening reform, steady progress and pioneering. With an in-depth study and implementation the spirit of the 20th CPC National Congress, the 3rd Plenary Session of the 20th CPC Central Committee as well as the important exposition of General Secretary Xi Jinping on education, the university party committee endeavors to manage the university to the satisfaction of everyone. With a comprehensive implementation of the general requirement of "Four Penetration" put forward by Secretary Hu Changsheng of the Gansu Provincial Party Committee, the university party committee further strengthens the confidence and determination to promote the development of a high-level university, as well as fully stimulates the pioneering spirit of the entire university to unite and strive for the best. Step by step, the university party committee has put the decision of the CPC Central Committee and the provincial party committee into action, anchored in the "1152" development goal, and actively engaged in the construction of Gansu Higher Education Reform Pioneer Zone as well as the "Four Strong" action. New changes are taking place everywhere and the university is taking on a fresh look.

This year, we have strengthened the foundation of the university party committee and continuously enhanced the overall leadership.

We’ve carried out in-depth study and education on party discipline, continuously improved the overall system of strict governance of the party, deepened the “Three Grasps, Three Promotes” action, planned a new paradigm for the integration of education, science and technology, as well as talent development from a high starting point, promoted the effective implementation of key tasks with checklist advancement and project management. With the promotion of the "Three Enhancement and Three Strengthening" party development pilot project as well as the "1623" organizational work quality improvement project, the university party committee endeavors to ensure the revitalization of the university with high-quality party development. The university has been awarded the honor of one “national model party branch”, three “Benchmark Faculties” and five "Provincial Model Party Branches". The university has also been selected into special action project “Revitalizing China” as "Double Leader" secretary of teacher party branch with one national project and eleven provincial projects. The university has been selected as a model university for party development in Gansu province.

This year, we have adhered to the truth and kept innovated, with continuous enhancement of ideological and political education.

With an in-depth implementation of the project "Spirit Shaping of New Generation" and giving full play to the role of the main channel of ideological and political courses, we have always kept the Party’s innovative theoretical achievements and ideological and political courses in the same direction and pace, as well as actively explored the reform and innovation of the curriculum of ideological and political courses. The university has been approved as one model of excellent publicity in the province. It has won one key research project of ideological and political study. The university has been awarded the "provincial model university of ideological and political education". We’ve carried out a variety of brand activities and adhere to the cultivation of student's virtue, intelligence, physical conditions, mind status and community service, as well as explored a new education model. We’ve organized eleven high-level cultural and artistic exhibitions in the province. The exhibition hall of Tianyou Railway Culture has been approved as 2024 "Gansu Provincial Science Base". The "one-stop" student community of the university has been assessed as level A in the province.

This year, we’ve insisted on reform and innovation, striven for excellent performance, and endeavored to promote high-quality development of the university.

We’ve unswervingly promoted comprehensive reform. With a comprehensive implementation of performance reform, we’ve released the distinctive signal of practical innovation, drawing pass line, standard line and excellence line, encouraging the comprehensive stimulation of operation vitality of the university. We’ve comprehensively strengthened the development of the rule of law, carried out in-depth publicity and education on the rule of law. The university is rated excellent in the province's rule of law assessment.

We’ve comprehensively improved the quality of talent cultivation. With the establishment of "Tianyou Talent" Scholarship, the quality of student has been steadily improved. With continuous strengthening of the development of first-class disciplines, the university has been approved as "High-level New Engineering Development University in Gansu Province", and ranked first in the province with 9 projects of "New Engineering and New Liberal Arts" disciplines development. Vigorously promoting the process of education digitization, the university has been approved as "Provincial Intelligent Education Demonstration Area and Benchmark University", and awarded the only national model project of "5G+ Intelligent Education" application pilot by Ministry of Industry and Information Technology as well as Ministry of Education. New breakthroughs have been achieved in student competitions, and the practical innovation ability of postgraduates has been continuously improved. We have carried out the special action of visiting enterprises and promoting employment through multiple channels, and the 2024 graduates have maintained high-quality employment rate in general.

With an in-depth promotion of the development of first-class disciplines, we’ve continuously promoted the breakthrough project of national first-class disciplines in transportation engineering, and made new breakthroughs in the establishment of degree programs. The university has been authorized a new doctoral degree for the first-level discipline of "Electrical Engineering" and a doctoral degree for "Resources and Environment" as well as a master's degree for "Biology and Medicine". Adhering to the coordinated development of multiple disciplines, the university has released the discipline development program for 2024-2025, formulating the initiatives for the establishment and improvement of disciplines at different levels, and the roadmap for the development of disciplines.

We’ve realized the enhancement of both the quality and quantity of teaching faculty. With the implementation of the "Tianyou Talent Recruitment" project, we’ve persistently completed the whole process of talent attraction, nurture, usage and service. We’ve introduced sixty-two full-time doctors, two high-level talents working in a flexible way. One person has been selected as science and technology innovative pioneer in the transportation industry. One person has been awarded as "National Outstanding Teacher". One person has been awarded the 2024 May Day labour Medal. One school has been awarded as "Advanced Group in National Education System". One team has been selected into high-level scientific and technological innovation team by the Ministry of Natural Resources.

The competitiveness of scientific research and innovation has been continuously enhanced. We have added two provincial scientific research platforms. "Multi-scale National Spatial Data Infrastructure Construction Key Technology Innovation Team" has been successfully selected as a high-level scientific and technological innovation talent project of the Ministry of Natural Resources. Gansu Railway Control and Safety Industry Technology Center has been rated as excellent in the assessment of the province. Fifty-seven projects (including the only key project among provincial universities, with a direct funding of 2.3 million) have bben approved by the National Natural Science Foundation of China. Two National Social Science Foundation projects as well as five scientific research projects of the National Railway Group have been approved, as well as twenty-five scientific and technological awards at the provincial and ministerial levels have been awarded. The overall scientific research funding has increased by 41.7% over the previous year.

We’ve achieved a new pattern in our collaboration with the outside world. We’ve held a high-quality meeting to promote the work of provincial-ministerial co-construction. Meanwhile, we’ve promoted the implementation of counterpart support work in a detailed and checklist manner. By further integration of alumni strength, we’ve established the Beijing-Tianjin-Hebei Alumni Collaborative Innovation Center. We’ve held the 2024 annual meeting of alumni. With continuous increase of the student enrollment in the countries along the "Belt and Road", we’ve signed 20 cooperation agreements with overseas universities and research institutions, and successfully inaugurated the Confucius Institute at the University of Seville in Spain.

We’ve enhanced the level of service with integration of resources. We’ve explored development resources, so as to obtain an increase of 57% in special funds over the previous year. The gymnasium in north campus has been put into use and No. 23 student apartment will be completed soon. Currently, we’re fully promoting the construction of No. 24 student apartment, the alleviation of the library as well as Tianyou Art Museum, as well as the renovation of Duxing laboratory building. We’ve significantly improved the quality of staff and student canteen and strengthened the construction of safe campus, with a full implementation of grid management, so as to maintain a harmonious campus environment. Through closely contacting with students and the application of online service system, we’ve replied to and resolved the demands of teachers and students timely. We’ve held the second plenary of the seventh teachers’ congress as well as trade union congress and carried out the warm heart action for retired staff, so as to create a harmonious atmosphere of caring for the retired work and continuously enhance the sense of achievements, happiness and security of teachers and students.

Perseverance makes perfect and Innovation comes from new way of thinking. In the new year, let us unite more closely around the CPC Central Committee with General Secretary Xi Jinping as the core, firmly grasp the great opportunities of the strategy of western development and the revitalization of higher education in central and western China in the new era, and further promote the reform of the integration of education, science and technology, human resources system and mechanism, anchored in the course of development and push forward persistently with great confidence and vitality. We’ll endeavor to make new achievements in the path of establish a prestigious university with regional advantages and distinctive industry features, so as to contribute to the Gansu practice of Chinese modernization.
